XinJiang is the coal potential resource of our country because of its rich coal resources. In recent years, depending on the rich petroleum and natural gas resources, the oil industry and petrochemical industry of XinJiang are developing rapidly. Hami area is rich in coal resources. LunNeng owns big coal reserves and abundant coals. The coal outputs and reserves can meet the requirements of the development of coal chemical industry. In addition, XinJiang has special geographical characteristics. Recently, it is difficult to transport coals and electricity to the inland market because of the bottlenecks of rail transports and the limit of outside power transmit network. But to develop the coal chemical industry and to enhance the value in use about the coal resources are important ways to transform coal resources in XinJiang. It is also a main item to bring exploitations of the coal resources.This paper, based on the intensive investigation and synthetic review of the coal chemical industry home and abroad,employs the theory and methodology of strategic analysis and selection to make an intensive analysis of the internal advantage and disadvantage as well as the external opportunity and threat of LuNeng's coal-power-chemical base in Hami. It also proposes a strategic development plan for the main direction and concrete measures. The study brings out the conclusion that developing coal chemical industry in Hami has superior external opportunity and advantages. It has great significance for the enterprise to establish advantage status in the future, promote sustainable development, enhance competitive power and promote local economic development.
