Study On Application Of Economic Evaluation Of Environmental Impact In Gas Treatment Project Appraisal

Currently,environmental changes always impact on Productivity, Human Health and welfare and Potential Value of Environmental Resources and bring profitable influences and unprofitable ones. There is only qualitative analysis of these influences in EIA and project appraisal because quantitative analysis of environmental impact is difficult.In our country, it is the beginning of studying on Economic Evaluation of Environmental Impact in project Appraisal, there is no studying on surface pollution. So, it takes the gas treatment project for example and studies on Economic Evaluation of Environmental Impact in gas treatment project Appraisal.Firstly, through profit and loss analyses of environmental impact on M natural gas treatment project, this essay pointed out the deficiency of economic evaluation in present project evaluation method. Then, the important meanings of the necessity and feasibility of quantifying analysis of environmental impact factors and merging them into gas purification project evaluation was raised.Secondly, targeting at the characteristics of gas purifying project, this essay introduced the methods of distinguishing environmental impact factors, and according to the impact effects, impact factors list was divided by two sorts of profitable influences and unprofitable ones. Base on the study above, it established a cost index system by involving the unprofitable influences into indirect project costs and a benefit index system by getting beneficial influences into indirect benefits. And the calculation format of every index according to methods of environmental influence quantification and monetization was suggested.Lastly, cost and benefit index system used in M gas treatment projects which was established in this essay was applied to study economic evaluation of environmental impact and got the following conclusions: M gas treatment project has a great benefit especially in terms of environmental benefit which takes 98.98% of total benefit. For conclusion, the M natural gas purifying project proves to be economically feasible.In this paper, it is meaningful for quantitative analysis of environmental protection and improvement of project appraisal to establish such a cost-benefit index system of gas treatment project. And it has good reference value for similar project appraisal.
