| Safety is the basic requirement of living and developing of mankind and also the basic guarantee of life and health. Occupational safety is not only the basis relation with the health of laborer and the development and stabling of nation but also the main conditions of the national development harmonious, continued and sound.The status of occupational safety has a wide gap between China and the developed countries. The statistics indicates that mining especially coal mine in China, which excessive fatalities once stroked the world, is one of the most unsafe industries. The coal mine fatalities are the head of the world. The death rate of coal mine million ton in China is Two hundred times of the USA and twelve times of the India. Shanxi, being one of the most important energy base, have to pay more attention to the occupational safety while the economy developing. Coalmine production is the economic support of Shanxi Province. Along with rapidly development of area economy and industrial production, frequent accidents and occupational hazard that in colliery seriously threaten the lives and health of laborers. Especially the coal mine safety in Shanxi Province is faced a serious situation. Mainly contains: 1 .Preventions of accidents are happening with increasing frequency. 2.High standard of workplace injuries and fatalities 3.Numerous hidden peril of the accident. It is the most important and difficult to deal with the relationship between occupational safety and economic and social development and imperative to establish and improve a new pattern of occupational safety management in Shanxi Province.Under the investigating and analyzing the current status of occupational safety, this thesis introduces the occupational safety in China and other countries, the basic concept of safety management, the theory of multivariate analysis, the MATLAB system, the DPS system and safety mechanisms. It also analyses the economic and social development and the current status of occupational safety in Shanxi Province. According to the theory on occupational safety(China is in the initial and intermediate stages of industrialization and exists so-called "accident-prone periods".) in correlation with different phases of economic and social development and the analysis of main economic, social factors influencing occupational safety and Shanxi statistics—2004, this thesis chooses eight indicators and establishes a mathematical model and forecasts the number of fatalities and fatality rate per 1,000,000 tons, using multivariate analysis, the MATLAB system and DPS system to correlate occupational safety with economic and social development, coming up with two major economic and social factors which influence occupational safety that is the total investment value of coal industry and the rate of service sector. This thesis adopts the method of quantitative analysis and qualitative analysis. Combine the analysis result with the reality of Shanxi coal mine, the factors that influence the coal mine safety are given. Finally, this thesis assimilates the lessons about the "accident-prone periods" from the developed countries and detailed explains the establishment of new safety management and safety mechanism in Shanxi Province from seven aspects such as government management, department management, manpower source system, police and law, OSHMS, society supervise.Shanxi must fully recognize the protracted, arduous and complex nature of occupational safety performance and implement the policy of putting safety and prevention first and practicing hazard control in a comprehensive way. Along with the establishment, improvement and development of coal mine safety management and the economic and social development, the status of coal mine safety can be controlled in high standard and has a steady situation gradually from now on. |
