Then, an analysis on the relationship between Program Environmental Impact Assessment and Environmental Carrying Capacity has been given, inter alia, the positive effects result from implementing Program Environmental Impact Assessment based on Environmental Carrying Capacity. Next, the theory, framework, process and specifics for Program Environmental Impact Assessment based on Environmental Carrying Capacity have been discussed, inter alia, the discussion of the depth and breadth of using Environmental Carrying Capacity Analysis in Program Environmental Impact Assessment. Then, a brief case of the application has been given, and focused on the guiding significance for the assessment conclusion.
