| Our country is short of water resources based on the amount per capita, which listed one of the top 13 most deficient of water contries. Meantime, this problem is getting worse sharply resulted by the weakly sewage discharges treatment ability and serious pollution of water resources. As a result, whether can enhance our sewage treatment ability as soon as possible , keep the polution within limits effectively, be that the best& insitant way to reduce the shortage problem. Also sewage treatment industry is of importance to the national economy and the people's livehood.The theme of dissertation is to explore solutions on this environmental treatment from government, society and enterprise by anylizing sewage treatment problems, guiding by the strategy of sustainable development, utlizing the theory of environmental ecnomics. Based on studying domestic and international environmental protection policy and anylizing on system economy from the sewage discharge problems in Zhuzhou city, the pollution right trade theories adpating for ZHuzhou city and even Chang-Zhu-Tan triangle area A management cure of sustainable development promotion in pollutants discharge industry is recommended in aspacts of macro-economy policies and systemes. |
