It is an era of gaining victories through culture. Under the ground of economic globalization, it becomes a strategic choice for modern organizations to upgrade their core competence by excellent culture. Among culture of these kinds, most organizations pursue strong one. That is because people in organizations with strong culture are accustomed to coordinate with each other and struggle for organizational goals. The coordination will help organizations to enhance their performance.As special organizations in china, institutions should also obey the law of gaining victories through culture, especially when a revolutionary change has occurred in the theory and practice of public administration in the world. At present, the reform of china's institution administration system is oriented by market and encourages competition in public services. In face of crisis of existence, culture construction in institutions becomes more and more important.Since culture is of historical inertia, primary culture of institutions will conflict with the new one formed under market mechanism during culture construction. In order to adapt to the change of inside and outside environment, primary culture of institutions need improve. This article is aimed at the research on both relations between institutional culture and employee's satisfaction, and how to change culture using the thought of co-generation of righteousness and benefit. The article analyzes the general conditions of Geological Environmental Monitoring Institute of Hunan province (i.e. GEMIH) from aspects of function, human resource, structure and administration; then analyzes the current status of GEMIH's culture according to ideas,system and employee' satisfaction and apply a method of fuzzy evaluation to evaluate its culture.Based on the evaluation, the article provides a project to improve overall GEMIH's culture of ideas, systems, behaviors and substances. This research will provide a demonstration for other institutional culture change.
