Study On The Relationship Among Population Development, Socio-economic, As Well As Resources And Environment In Jilin Provence

The sustainable development of population is important to sustainable development, and the resources can be a starting point and prerequisite for development. The environment and sustainable development is the ultimate goal of the sustainable economic and social development, and it is to achieve sustainable development in general ways and means. With the actual situation of China, population, resources, environment, the sustainable development strategies is the appropriate population. The implementation of financial control of population growth improve the quality and structural adjustment. "Control", "increase", "adjustment","comparing with the integration"promote each other, and focus on the strategy of scarce resources. The implementation of financial resource conservation and renewable resources improve the utilization rate of resources. Enhancing combination and the utilization rate of resources to the current focus on the strategy of ecological system. The implementation of financial protection of the environment which improve the environment, the population and harmonious development of integrated environment, promote "protection", "improvement", "harmony". At present , the current strategy focus on the protection of the environment.In this paper, the fundamental point is to implement the scientific concept of development, conjunction with the situation of Jilin Province, the future development, the populational development of Jilin Province to development, socioeconomic, resource and environmental issues and the relationship between strategic and countermeasures. We hope that the province can provide consistent economic, social and environmental characteristics of the population resources which based on the decision-making.In this paper, we discuss the following five parts of the exposition:Part I: From the population, the resources and environment at home and abroad on the status and relationship of population development, socio-economic, and environmental resources on the main issues outlined the development of population, socio-economic, and environmental resources. Studying on the relationship between the status and the population in development of Jilin Province, socio-economic, and environmental resources of the major problems in Jilin Province which have relative domestic provinces and cities, diverse types of the ecological environment, rich natural resources, has damaged the ecological environment of good recovery. In spite of the rapid economic and social development, since the 1970s, the overall quality of the ecological environment on a downward trend which due to "ecological province of the overall planning framework," the implementation of a number of major ecological engineering projects, the start of the deterioration of the ecological environment and natural resources of the situation has improved. But in the long term, because of Jilin Province under the planned economic system, the industrial structure basically is the resource-based industries which led to the production of primary products mainly necessarily leading to the economic structure of the province's natural resources severely depleted and local ecological environment, continuously undermined. Because of the majority of the industry for the traditional resource-based industrial industries, such as petrochemicals, food processing, paper making, metallurgy, backward technology and equipment, resulted in a large amount of serious pollution of the major surface water and the surrounding towns air environment. In recent years, due to rapidly increasing urban population and urban centralized sewage treatment plant construction is lagging, which cause urban water shortage. The serious pollution of rivers, lakes, population development, socio-economic, resources and the environment, the relationships of several prominent issues should include: population growth, volume, distribution, structure, such as level of education, socio-economic sustained, steady and coordinated development and ecology environmentally sustainable development of the relationship between population growth and land resources. The use of the relationship between population growth and forest resources and forest protection of the ecological environment of the relations between the population and the protection of water resources development and utilization of the relationship between population growth and environmental pollution; population the development of the ecological environment of pressure population growth and resources, the relationship between the ecological environment and the carrying capacity.Part II: Discussing and forecasting status and the future trend of the population development in Jilin Province. In the future, 0–14 years-old juvenile population of the province will continue to decrease, and working-age population will continue to maintain the trend of increasing year by year in the next 10 years. However, the change is evident in the proportion of the total population. In around 2010, the labor population will reach its peak, and then decline at a more rapid pace. That means the future working-age population of the province will steady decline, which is one of the issues that need to attract attention in the province's population and socio-economic development. In addition, ageing of the social issues will become more prominent.Part III:The third part discussed protection of the ecological environment, the rational use of natural resources and the effectiveness of existing problems in detail of Jilin Province in recent years. On the other hand, it also analyzed resources, the ecological environment of dynamic change and the reasons for in our province. It has been achieved significant results in the protection of ecological environment and rational use of natural resources in Jilin Province in the 21st century. In particular through the "ecological province" of the building, the Jilin Province has managed the destruction of ecosystems and the ecological environment, the ecological and economic development, the building of a modern cultural environment, and promoting economic and social and environmental development. On the one hand, because the long-term industrial development, urbanization, agriculture and raise the level of a large number of chemical fertilizers, pesticides application, it caused a large number of pollutants into the various types of water and air. On the other hand, because of the insufficient technical and financial resources, it enabled the province's surface water, groundwater and air in the obvious pollution.Part IV: Discussing the development of the population pressure on the resources and environment.The parper analysis the relationship of the province population, resources and environment, socio-economic development respectively. Using the "ecological footprint" and the "ecological carrying capacity" calculation method analyse the dynamic changes of the ecological deficit of Ji Lin province, then propose basic countermeasures slow ecological deficit in Jilin Province. JiLin land resources is more abundant than other domestic cities. From the point of the total area, it is suitable for the development of agriculture, as well as forestry, animal husbandry production. But with the growth of population and the development of socio-economic, per capita resources are declining. After calculation and analysis, with the development of the population and socio-economic in nearly 20 years of Jilin Province the needs of the area of biological production are over the capacity of regional ecosystems, then there has been growing "ecological deficit." How to reduce and eliminate this ecological deficit", we should not only continue to practice family planning to control population growth, but also improve the economic development of the scientific and technical to Solve the problem from the protection and reasonable use of various kinds of natural resources.Part V: Strict farmland protection policies should implement in the protection and rational development and utilization of water resources, industrial restructuring, industrial pollution control, the development of eco-agriculture, doing a good job of ecological environment in key areas and the restoration of the building. From the emphasis on the solution of population development quantity, quality, and socio-economic structure and development of mutual relations, and strive to minimize ecological deficit, and promote the development of recycling economy by several aspects such as the development of the province in population, resources and environment and socio-economic development of coordinated strategies and responses.
