Since the Sustainable Development Strategy was put forward in 1990s, the world society treats the Cyclic Economy as an important way to deepen the Sustainable Development Strategy. In developed countries, cyclic concept has been wildly adopted by environmental law. Reduce, Reuse and Recycle (3 R), the three rules of cyclic economy, are designed to make greatest use of material and energy in order to improve energy use efficiency, reduce pollutants emission and utmost contribute to the formation of a harmonic society. With the development of bottle package, drinking cans package, great dumping of worn tyres as well as useless batteries, solid waste management problem becomes more and more protrudent. In this situation, many countries began to rely on new economic measures under cyclic development mode to resolve solid waste disaster. Among such economic strategies, environmental deposit has become a very useful and efficient method stipulated in environmental laws in many developed countries to deal with the problem. Up till now, neither was such environmental system in China nor any academic research. However, in the real situation of serious polluted environment in China, it would exert important significance on the improvement of environmental theory, environmental legislation as well as the realization of environment protection goal. This thesis is divided into four chapters. The fist chapter gives theoretic analysis on environmental deposit and includes its definition, law base and economic base. On economic theory, environmental deposit is built on environmental negative externality and extended producer responsibility. The second chapter introduces foreign countries' practice on the system. Several typical countries' practice will be highlighted. Chapter 3 discusses the coordination between environmental deposit and free trade. There are continuous disputes on weather this system violates the doctrine of free trade in EU. Several case studies in EU and GATT/WTO would be useful here. It would be reasonable to discuss this issue regarding China is the member state of WTO. Detailed suggestions on building environmental deposit in China will be given in chapter four.
