Study On Environmtal Impact Assessment Of Power Network Planning

The law of the Environmental Impact Assessment of P R.C, available in Sep 2003 guarantees the status of the Strategic Environmental Assessment (SEA) and ameliorates the system of our environmental impact assessment. The law explicitly indicates the necessities of environmental impact assessment to specific planning. Hereby, a new research on SEA is to be born. However, there is no relevant report about power network planning of research in our country at present. Meanwhile systematical theories and methods are lacked, and the practical reference can not be referred. The dissertation constructs the methods, indicators system, assessment content and procedure of Planning Environmental Assessment by studying on the case of Shandong Eleventh Five-year Power Network Planning. The theories and methods of assessment have been developed, which try to fetch up the shortage and inapplicability of Planning Environmental Assessment techno- guidance.The dissertation, explaining first of all the actual situation of SEA at home and oversea from aspects, shows content, situation and characteristics of power network planning in China , and discusses the environmental shortcomings . On the base of assaying power network planning and environmental impact assessment's concept and system, the dissertation canvasses environmental impact assessment of power network planning's implicication and ascertains that it belongs to strategic environmental assessment's midst layer.The dissertation studies the technical outlines of environmental impact assessment of power network planning, including assessment methods and establishing indicators system: introducing the applying sphere and adjusting the advantages and shortages of each method. The aim, principle and establishing procedure of indicators system are introduced in this article. It discusses the work procedure for environmental impact assessment of power network planning, and ascertains the procedure and assessment content of composing a report. Catalogue of the environmental impact assessment report is given at last.This paper applies those theories in one case, which intentionally has a global view on the SEA to Shandong Eleventh Five-year Power Network Planning. The case, beginning at the part of the assessment of SEA is contented in 5 chapters, which are planning analyses, investigation and analyses of actual environmental situation, distinction of environmental impact and establishment of indicator system, prediction and assessment of environmental impact and the last chapter of conclusion.In brief, there might be some exploring function and a practical signification and reference value to the application of environmental assessment of power network planning by explaining the indicators system and contents of assessment.
