Study On Application Of Emissions Trading Of Water Pollution

The high-speed development of society economy and sustaining increase of population has brought enormous pressure and impact. The deterioration of environment has become a main factor that restricts the development of Chinese society economy in harmony with population, natural resources and environment, but also one of the important problems that threaten the survival and development of the Chinese nation. The emissions trading system is one of the flexible and efficient environmental managing economic system with synthetically considering the factors of environmental protection and economic development. Therefore, on the condition of market economy, it is with theoretic value and practical meanings if we look for the efficient approach to design the marketable emissions trading system, which adapt to the situation of our country.This paper establishes the framework of Chinese marketable emission trading system that accord with practical conditions through analyzing the theory of marketable emissions trading and combining with the practice from American carrying out the marketable emissions trading system, as well the experience from the experimental units of Chinese marketable emissions trading system.This paper firstly sets forth the economic theoretic foundation, from the background of the appearance of marketable emissions trading system. All these are with the purpose of the rationality and inevitability of marketable emissions trading system. Then makes the practice of American marketable emissions trading system as an example and concretely analyzes the disadvantages and enlightenments of American marketable emissions trading system. Besides, take the experimental water pollution control as examples, this part points out the foundations and preconditions that china establishes the marketable emissions trading system. Analyze the necessity and feasibility of marketable emissions trading system. In addition, analysis on emissions trading of water pollution control, analyze the case of water emission trading of water pollution, conclude the necessity and feasibility of emission trading in water pollution. Finally, constructs the concrete framework of Chinese emissions trading system, with the base of the former part's analyzing. Put forward the recommendations in response to the existing limits. Summarize the future of emissions trading of water pollutant in China.
