The ecological environment in Huainan mining area is extremely fragile. Implementing the Studying on the ecological compensation of coal resource exploitation and establishing a sound ecological compensation mechanism is to ensure carrying a smooth efficient ecological restoration, it is one of the important measures to make more rapid development and more high efficiency with lower resources and social costs. It is important for the protection, management, rehabilitation and reconstruction of the ecological environment of Huainan city.Analyse a systematic ecological compensation theory and methods on the basis of the previous study and extensive collection of information, especially the ecological compensation standard and the collection and management of compensation costs of the game.This paper takes the development of coal resources in Huainan city as an example, focusing on the ecological compensation problem. Established the ecological compensation mechanism and take out quantitative research with the actual situation in Huainan city. Calculated the cost of the ecological restoration of Huainan mining area and take it as a minimum standard of compensation. Accounted the ecological damage and the loss of value the upper limit of ecological compensation standards with the method of market value method, opportunity cost, the restoration and protection costs, the shadow of law, human capital, and the investigation will analogy to the mining areas., basing on game theory, a theoretical analysis of the compensation standards has be done, under the principle of repair charges higher than the cost of the ecological environment and a reasonable gradual and orderly progress, established a ecological compensation structure of coal resources, and proposed the implementation of the ecological compensation method and countermeasures.
