Study On Ecological Environment Compensation Based On The Analysis Of Ecological Footprint In Coal Mine

As an important energy industry in our country, the Coal enterprises promoted economic development, however, the environmental problems caused in the process canˊt be ignored. Statistics show that the enterprises sewage accounted for 20% of national total waste water, the coal gangue emissions accounted for about 15%-20% of coal yield, coal gangue spontaneous combustion emit a large amount of sulfur dioxide, carbon monoxide and other toxic gases. Coal mining caused serious ecological pollution, making the area social economy development and ecological environment problems appear relatively obvious imbalance, therefore, how to coordinate the relationship between the economic development of coal mining enterprises and the environment protection by the surrounding, how to regulate the conflict of interest issues between surrounding environment and development, realizing the harmonious and balanced development of coal mining enterprises has become an urgent problem. In this paper, by introducing the concept of ecological footprint and analysis method, the case study in Cao Zhuang coal mine, the ecological footprint from 2002 to 2012 of the mining area is calculated, getting the ecological security of the mining area based on the analysis, at the same time it puts forward the model of ecological compensation for unsafe year, the specific contents are as follows.(1) Combined with the related basic theory of ecological footprint, it has constructed the ecological footprint, ecological capacity and ecological pressure index model. A case study in Cao Zhuang coal mine, the ecological footprint and ecological capacity from 2002 to 2012 are calculated, through the ecological pressure index calculation, getting the ecological security situation of the mining area.(2) For ecological insecurity years in Cao Zhuang coal mine, ecological environment compensation mode is put forward. First of all, using the game theory to game analysis of coal enterprises and local government in the implementation of ecological compensation policy, pointing out that the government should be strictly regulated coal mine enterprises to implement ecological compensation behavior consciously, at the same time, in order to achieve the sustainable development of regional economy and environment, the enterprises and the surrounding residents should take environmental protection measures together.(3) According to the conception of ecosystem service value, combined with the actual level of economic development in Cao Zhuang coal mine, the value of the ecological compensation in the ecological insecurity years has been calculated. Finally, based on the analysis of compensation method, aiming at the existing environmental policies in Cao Zhuang coal mine, proposed the establishment of a scientific and reasonable compensation mechanism of ecological environment, in order to ensure the long-term compensation work effectively.
