Mine safety is the most serious issue for the coal industry, which affects the healthy development of the industry and the growth of the economy. Mine safety is not only concerned by coal enterprises, but also becomes a big issue for the whole society. For the recent years, coal production in China has been increasing consistently while the death toll due to accidents in the coal industry has been sustaining at a high level, thus putting a seriou impact on the industry and the society.Based on theories of safety management, quality control and the so forth, accidents in the last 10 years in Lingxin Coal Mine are analysed with suitable mathematical methods. Valuable experiences of safety management in lingxin Mine are summarized, the existing shortcomings are discussed, and the accidents of the last 10 years are classified according to their type and cause.To the writer's opinions, the potential risks in mine safety in Lingxin Mine are real and the key countermeasures rely on its safety management. The PDCA management pattern in mine safety control in Lingxin Coal Mine is systematically studied and being further expanded to PPDCA cycle, i.e. the management cycle composed of"Plan-Prevent-Do-Check-Action"five steps. The PPDCA cycle of safety management conducts the every step in the process of mine production to gain progress in sparals in its safety control, thus achieving a consistent improvement and sustainable development for the mine. The achievements in the analysis of safety management in Lingxin Coal Mine are important and will facilitate the development of the mine in the futher.
