Research On The Policy For Thermal Power Plant's SO₂ Emissions Reduction And Desulfurizing Pricing Mechanism

The SO₂ pollution of power plant has been a serious issue which affects the economics' rapid development and society's harmonious progress, we have applied the desulfurizing price subsidy policy, but it needs some improvement on the pricing and regulation, and the disposing measure is inefficient. Based on the classic environmental economics theory, this paper initiates some suggestion for our thermal power plant's SO₂ emissions reduction, analyses the factors of the desulfurizing cost and price detailedly, establishes scalar model of cost, price and GPS, puts forward two mechanisms: one is pricing based on the sulfur percent; the other is settling by GPS, and then it validates these models by some projects. At last, it summarizes ten suggestions for the SO₂ emissions reductions.
