The Surfacewater Environmental Risk Identification Of The Petrochemical Enterprises And Their Contingency Facilities

Petrochemical Industry is a high-risk industry,which is easy to cause fire, explosion and material leakage accidents.Part of large and middle petrochemical enterprises in China that were planned on the coastal lakes and seas,densely populated area and even natural reserve existed larger structural risk.Dilution and diffusion in water environment of toxic substances in the petrochemical enterprise are more analysis and complicated than routine pollutants,so probability of fatal accidents occurred is higher.The problem of surface-water environmental risk of petrochemical enterprises is more and more outstanding.Risk identification is basis of risk control.And,risk management is a important content of risk control.In this paper,main works are as follow:(1)The fundamental theory of risk identification is introduced,as that:fundamental steps,extent,contents and common methods.On the basis of analysis of these methods, considering the characteristics of industry and surface-water environmental risk of petrochemical enterprises,fault tree analysis is selected.(2)Emergency facilities system in surface-water environmental risk was put forward,which belongs to reducing risk category of surface-water environmental risk management measures for petrochemical enterprises.Its effect is indispensable which can effectively reduce consequence of surface-water environmental risk of petrochemical enterprises by quickly damming,temporarily storing sewage,and processing the sewage after the accident.(3)The construction of emergency facilities in surface-water environmental risk is made an exploratory development.On the basis of the necessities of construction for emergency facilities,the basic framework systems were discussed and the running mode was put forward.Some basic principles and considerable problems are clarified: according to the national and industrial standards and noms,as well as the enterprises characteristics,the factors of address,materials,structure,capability,risk etc.should be considered.(4)Taking Lanzhou Petrochemical Company as an example,this article itendifies its surface-water environmental risk,and analysis its new emergency facilities,on the basis of collection and analysis the basic data.The environmental risk identification system which is put forward in this paper provides good foundation and reference for surface-water environmental risk assessment of petrochemical enterprises.The basic considerable problems which are clarified in this article are of realistic significance in controlling surface-water environmental risk of petrochemical enterprises.
