The paper deals with the importance of the engineering quality management and the process and method of quality management system design in terms of theory during the construction of TISCO'S 7.63M Coke Oven Battery. In comparison with the engineering quality status quo of developed country, the design principle of the engineering management system has been summarized including the method of"three stage management"for material and equipment, and"downstream construction procedure will test upstream construction procedure"during construction as well as the idea of"Quality System Responsibility All One's Life"which have creative significance. All these new practices have produced very efficient result."Capital Construction Project Lasting for Generations Calls for Good Quality above Everything Else"is our lasting topic of engineering construction and quality management is an important link in the whole engineering project management system which plays an absolutely vital position in the engineering project management. The reliability of the project relies on quality management and quality management requires demarking all the requirements clearly, ensuring successful correct achievement for all the jobs each time, and all the staffs, suppliers and subcontractors being in the atmosphere of friendly cultural and harmonious relationship.The paper consists of six chapters: First chapter puts forward some questions and TISCO's 7.63M Battery is briefly introduced, and some concrete questions are thoroughly analyzed facing during the construction, and research methods as well as technical route have been ascertained; second, third and fourth chapters reveal the connotation of the engineering quality management by analyzing the concrete factors etc. influencing the engineering management, focusing on the comparison with developed countries in terms of the status quo of engineering management, and the process, basis and work procedures of construction project quality control have been theoretically construed: fifth chapter combines the theory with practice and analyzes and redesigns the problems of the engineering quality management system of TISCO's 7.63M Battery. Finally, the actual execution and final operation efficiency of the engineering quality management system have been presented.
