Japan's Environmental Diplomacy With Mongolia And Japan-Mongolia Environmental Policy Dialogue

Today, as the global environment deteriorates, and global climate issues emerge, environmental issues are concerning the people of the world more and more. People of governments and common people all attach great importance to environmental issues. Environmental issues have become the focus of attention of the international community in today's world as well as the future. Environmental issues are not just a problem of a country or a region, which has a high degree of joint and several, but have been quickly spread to a global scale.Environmental issues are not only related to people but also increasingly related to relatonships between countries, areas, inter-governmental international organizations, non-governmental organizations and transnational corporations, etc.. Environmental issues have become increasingly politicized, and the process talking about solutions of many of the environmental problems has become a multi-player game as the various interest groups are competing to obtain their own initiative in environmental aspects in international relations.It can not only protect the environment and improve the living space of mankind, but also adapt to international environment, win their own place, play its role and enhance its international influence with environmental issues. In recent years, China has run into trade barriers from some countries and regions regarding environmental issues which have had some negative impact on the international image of China. To solve these problems, researching environment diplomacy is essential.Japan attaches great importance to environmental issues and has got some results on this. Studying Japan's environmental diplomacy and learning and very important for the studying and carrying out of China's environmental diplomacy and coping with ever-changing international relations.The direction of the main topics of this article starts from Japan's environmental diplomacy to Mongolia; researching environmental policy dialogue between Japan and Mongolia and explaining its impact on Japan-Mongolia relations. Japan and Mongolia are two neighboring countries of China. Their bilateral relations will have a direct impact on our country. Studying Japanese environmental diplomacy to Mongolia, finding out the development direction and trends of Japan-Mongolia relations and using as reference to China's environmental diplomacy is the main topic and purpose of this paper.This paper, tries to analyse Japan's environmental diplomacy to Mongolia and Japan-Mongolian environmental diplomacy dialogue through systems analysis, comparative analysis and empirical analysis, trying to find out the reason why Japan carried out environmental diplomacy to Mongolia and to open out the position and role of Japan's environmental diplomacy to Mongolia in Japan's great power battle and explore its impact on Japan-Mongolia relationships as well as the learning reference of environment development with Mongolia of China. It focuses on analysis of the process of the three times dialogue, in order to combine theory and practice and to put a better use of reference theories into practise.In this paper, three times dialogue is settled as the core of Japan-Mongolia environmental diplomacy dialogue. It analyses its future trends and studies its impact on relationship of the two countries through the dialogue, at the same time learning it in order to take on suggestions for China's environmental diplomacy.The full text is divided into several main parts to analyse Japan's environmental diplomacy to Mongolia and Environment Policy Dialogue between the two countries.The first part is the introduction. It offers analysis of the significant role of environmental diplomacy in today's world, states important meanings of Japan's environmental diplomacy to China's environmental diplomacy, and to determine to study Japan's Foreign Affairs and Environment of Mongolia on Mongolia dialogue between environmental policy direction for the selection. It collates and commentates on environmental diplomacy, environmental diplomacy, Japan, Mongolia, Japan's environmental diplomacy, Japanese-Mongolian relations and the outcome of the relevant research data. Research ideas in this article and the full text of the framework, and research of this article, explains the difficulties and focus.The second part is analysis of the reasons of the beginning of Japan-Mongolia environmental diplomacy. Macro-analysis, reasons and the conditions of Japan's implementation of environmental diplomacy, at the same time carry our specific analysis on the background of Japan's environmental diplomatic policy to Mongolia, trying to find the real conditions which the policy is carried out and developed.The third part states the basis of Japan and Mongolia environmental policy dialogue. It offers analysis of Japan's economic development, such as how Mongolia has played a major role in Japan and the United States on the use of a foothold in Mongolia's foreign policy in Central Asia and Mongolia, and more analysis of the fulcrum of foreign policy dialogue with Japan and Mongolia about the impact of the environment, and analysis between Japan and Mongolia, and many other economic and cultural exchanges with Japan towards Mongolia's economic reform, in order to analyze the concerns of the Government of Japan's assistance to Mongolia and its dialogue with the Japanese-Mongolian environment interaction.Part four analyses the process of Japan-Mongolia environment policy dialogue, with emphasis on analysis of the specific topic of both sides in the process of the three times Japan-Mongolia environmental policy dialogue, in order to find out its feasibility and the degree to be completed.Part five states the achievement of the three times dialogue, and tries to find problems in it. It analyses aspects of causes of these problems, and takes up workable solutions based on the actual situation to give a warning to our environmental diplomacy in the process of a similar problem.Part six deals with the prospects of the Japanese environmental policy dialogue, offering analysis of the relationship between Japan-Mongolia relationship and Japan-Mongolia environmental policy, and analyses trends of Japan-Mongolia relationships as well as the impact on China. At the same time it finds out the aspect which can be used in China's environmental diplomacy in process of Japan-Mongolia environmental diplomacy dialogue in order to improve our our diplomacy theory.The final section summarizes the above analysis and discussion, so as to reach tentative conclusions on environmental diplomacy of Japan-Mongolia and environmental policy dialogue between Japan and Mongolia.The subject of this article fits closely to the international political reality and cutting-edge topics, couragously explores the major issues of international politics and is of strong practical significance. In this paper, analysis of environmental diplomacy is not only relevant theory and concepts, but the theory is applied to analysis of specific examples of the theoretical and empirical research to explore the combination, which in previous studies of environmental diplomacy is not very common. In addition, this article focuses on Mongolia from the environmental policy dialogue between the three specific examples to analyze Japan's environmental diplomacy to Mongolia, which is the study of the past have not done.This article also analyses problems in process of the Japan and Mongolia Environment Policy Dialogue and also tries to find possible solutions. This is also reflected in this paper as a social science research based on the country's foreign policy provides the basic concept of the proposed countermeasures.
