A Comparative Study On Influence Factors Of Environmental Economic Policy Among China And South Korea And Japan

In recent years, Environmental pollution, shortage of resources, has increasingly become the biggest bottleneck in the economic development of countries in the world attracted the attention of more and more scholars. Chinese scholars mainly study focus on to carry out environmental protection and governance from the perspective of environmental economic policies, China’s environmental economic research in a constant stage of development the level of economic and environmental awareness, the environmental and economic policy is far from achieving the desired results, hindering the process of theoretical studies of environmental economic policies, mostly in the economic model based on the foreign environment study on China environmental and economic policy factors deep level of study is relatively small.According to the main factors of environmental economic policies, this study compare China and Korea and Japanese environmental policy influencing factors by the method of data analysis and comparative analysis, economic geography, social geography, policy science theories and methods.Firstly, industrial development path of China, South Korea, Japan, the environmental policy evolution of turnover as well as environmental and economic interaction mechanism, the environmental legal system, the present situation and problems of organization and system of environmental administration, and the three environmental economic cooperation to expand the analysis, this study, a comparative analysis of economic policies on the environment from economic, political, international and geopolitical factors, explore new ways of Environmental and Economic Cooperation. The study found that:China, South Korea, and Japan at different times of the stages of economic development which lead to the implementation of environmental policy there is a big gap. Japan’s overall economic strength and control of the Central Government in terms of the strongest, followed by South Korea, the Chinese living in the bottom; from the point of view of industrial development, the extent and level of industrialization, Japan is also earlier than and higher than Korea, South Korea as early as and higher than China: economic development of the basic conditions and patterns and the structure of energy using, China have the time and space limitations, the time gap of economic growth in South Korea and Japan for21years, environmental policy difference between the12-14years, China and Japan compared to the economically backward35years, environmental policy difference between21-24years. Differences in the political system, leading to the responsibilities by the national departments and national environmental organization of the administrative organization of the principle of mutual different drawbacks of vertical administrative system and cadres promotion system, which restricts the effectiveness of the implementation of the environmental and economic policy. Collaboration of local and central environmental management organization and the field of environmental and economic continuity of the foreign exchange effectively promote the development of environmental economic policies in South Korea. Japan is strict on supervision and management of environmental monitoring mechanism which is sufficient amount of information to ensure a higher matching degree of environmental economic policies and realistic environmental conditions. From foreign strategic needs and socio-cultural factors, South Korea and Japan through advanced environmental technology, favorable environmental governance, capital investment, sound environmental policies, actively active with the international environment, economic exchanges and cooperation stage, to obtain the political power status. Environmental education in Japan and South Korea are systematic and legal in the whole society, while taking actions to extensive environmental education activities to enhance the public awareness of environmental protection to promote environmental and economic coordinated and sustainable development. China, because of Economic and cultural levels, education systems and other factors, is behind South Korea and Japan. Lastly, based on the above research, give the prospect of future environmental and economic cooperation, of China Korea and Japan.
