| The road transportation of hazardous chemical is process of vital economic importance for any advanced and technologically complex society.Although the distribution of hazardous chemical is associated with economics development, there is a significant potential danger to natural and social environment in the event of its accidental release.Quick and effective emergency responses can control the movement of hazardous chemical accidents and reduce the ill consequences.Emergency response for hazardous chemical road transporting accident in China is still inchoate,which prompts for the development and implementation of methods that aim to improve hazardous chemical emergency response decisions.This paper developed a spatial information technology-based Decision Support System (DSS) for supporting the functions of accident detection,verification,response, suppression and rehabilitation for road transportation of hazardous chemical.The proposed DSS is based on high technology including GPS,GIS,GSM,and bar code,etc.It organizes all of related rescue actors as a three-tier response pool, clearly defines the functions and structure as a combination of a data base,a model base and a human machine interface.Within the model base,an improved model is presented for risk management;two factors,i.e.limited capacity and differentiated functions are considered for rescue actor assignment.The technical feasibility was testified at the end. |
