Research On Urban Ecological Management Basing On Sustainable Development

In recent years, the cities of our country have changed dramatically, the urbanized level enhanced unceasingly and the urban scale expanded rapidly. However, along with it, the environmental problems such as depletion of resources, environmental pollution and ecological damage are getting worse. The sustainable development is the highest goal of urban development, which requests the effective management on the factors of society, economy and environment related to urban compound ecosystem. Therefore, integrating the sustainable development thought to the urban management is urgently needed for our country's current urban development. The sustainable development theory should be the theoretical foundation and basis for the urban ecological management. The research content mainly includes the following several parts:Firstly, introduce the proposed process, the concept, the research present situation and the practice progress of the sustainable development and the environmental management theory both domestically and aboard. Discuss the relations between ecological management and the environmental management, as well as the significance of the urban ecological management study on the basis of summarizing the relevant theories to the ecological management.Secondly, on the basis of the sustainable management theory, analyze the sustainable management goal, the principle, the main body, the object, the content and the method of the urban ecological management through analyzing the economy - society - environment compound characteristics of the urban ecological management, and based on which, construct the basic flow, the frame and the pattern of the urban ecological management based on the sustainable development.Thirdly, establish a set of evaluation index system suitable for the urban ecological management by treating the comprehensive evaluation index system which is based on the sustainable development as the breakthrough point, and propose the evaluation criteria for classification which is suitable for our country's urban ecological management.Fourthly, propose "AHP-Multilevel Fuzzy Comprehensive Evaluation Models" and elaborate the concrete steps and the methods of "the Utilization of Analytic Hierarchy Process Method to Target Weight Definition" and "the Utilization of Multilevel Fuzzy Comprehensive Evaluation Method to Comprehensive evaluation". Finally, analyze and appraise the collected material and data by taking Dalian Economic and Technical Development Zone as the example and using AHP-Multilevel Fuzzy Comprehensive Evaluation Models and the above qualitative and quantitative research methods. The results show that the ecological management of the development zone is at a better level, but it remains to be further improved and enhanced.The research analyzes each essential factors of the urban ecological management comprehensively and systematically for the first time, establishes the comprehensive evaluation index system, applies AHP-Multilevel Fuzzy Comprehensive Evaluation Models to the evaluation of index system, verifies the applicability and the operability of the urban ecological management theory, and provides quantifiable information and specific recommendations for the implementation and promotion of the urban ecological management.
