An Investigation Of Disasters And Disaster Relief System In Guizhou

Natural disasters have done badly harm to the human society while the loss accruing from naturals disasters seems to getting worse. With the expansion of study groups as well as the emerging of relevant magazines, people begin to recognize and understand deeply about natural disasters. In the last twenty years, the study on natural disasters has developed very fast and the disaster response has already become one of the new social topics as a result. Guizhou tops one of those provinces in losses from natural disasters in the country, which as joking says, no year can get through without calamities. Guizhou suffered a big low-temperatrure rain snow in January, 2008, the worst ever in 51 years since having its own meteorological record. The losses from that have heavily hindered the unfavorable economic situation in Guizhou. Therefore, to set Guizhou as an example when studing this topic is of dual significances in terms of theory and reality.This paper describes the major natural disasters happened in Guizhou and their features by taking into account of the actual situation. Then the paper analyzes and sums up the difficulties and some key problems taken place during the disaster relief work in Guizhou. Considering the relevant work experiences applied in Guizhou, in China as well as in foreign countries, this paper suggests to set up and perfect seven disaster relief systems, to complete the construction of five relief infrastructures, to implement five relief facilities', and to increase the capital input into the relief work so as to build up disaster reponse system.With a view to helping to realize sound development in regional social, economic and resources environment, this paper hopes to supply scientific basis for dealing with disasters in Guizhou. It also hopes to provide references in achieving the scientific, standardized, systematic as well as comprehensive response system in natural disaster in China.
