| Enviromental Impact Assessment(EIA) Law of the PRC actualized in 2003 stipulates that the enviromental impact assessment have to be done in the planning. Planing Enviromental Impact Assessment(PEIA) is a process which analyses, predicts, and estimates the environmental impact caused by the planning bringing into effect, and brings forward the countermeasure and measure of preventing or alleviating bad environmental impact, in the stage of compiling planing. PEIA belongs to the low level stage of Stractegic Environmental Assessment(SEA), locates in the beginning of decision-making chain, urges all planning to be more suitable for the sustainable environment measurements, and solves the problems such as irrational layout, industry structure, and so on, which can not be solved by EIA of constructing projects in the late stage. PEIA is more macroscopic and uncertainty than EIA. Bacause plannings have difference each other, different styles of PEIA are also different. Although PEIA has been performing for 5 years, legal system, theory system and technical methodology still have a lot of problems that need to be improved, which brings some difficulties for compiling the report of PEIA and reviewing the report, and usually results in debate within professional experts. Therefore, the Standard Guide for Techniques of PEIA presents its limitation to so many complex the styles of planning. So far, there has no Standard Guide for Techniques suitable for all styles of PEIA, also no Standard Guide for Techniques compiled for each kind of styles of PEIA. Nowadays technical methodology of PEIA is in the stage of researching and developing.This paper sums up that urban PEIA has characteristics of micro nature, large scale, complex content, many aspects involved in, extensively social impacts, and etc., according to the practice of research of urban PEIA. Based on several case study on EIA in recent years, author brings forward the difficult points of urban PEIA by comparative analyses, such as difficult of gaining long series data set, difficult of selecting and quantifying assessment index, difficult of proving the common suitability for index system and technical system and so on; brings forward that one should pay more attention to the harmony among planning, limited factors for regional development, scenario and its optimal of planning, resources carrying capacity of resources and environment, environment suitability, and environmental protection measurement etc; brings forward the model and index system of urban PEIA; analyzes and predicts the key components using the means of mathematics, management, statistics, economics, and summarize a set of qualitative, semi-quantitative, and quantitative methodology suitable for PEIA.Therefore, this research results has improved and enriched the theory and methodology of PEIA, and it will play a important role in guiding to compile PEIA reports and to manage Environment. |
