In recent years, with the ever-increasing of sudden pollution accidents occurred in water source areas in China, many problems need to be solved urgently, such as how to protect the security of ecological environment in water source areas and the security of municipal water supply system, and how to rapidly and effectively deal with sudden water pollution accidents.Heihe River is the main drinking water source of Xi'an . It can provide 70% of the city total water supply . It will bring tremendous harm to the city water supply if the water source area is ranged.This article analyses the risk of the sudden water pollution accident and the the Heihe Jinpen reservoir for the example. It aims at the accident which possibly occurred and brings out general emergency procedure. It discuss emergency procedures and the processing technology steps. Simulating the transference and pervasion of the contamination in the river to assistant the establishment of the project. The article brings out the project by the oil, heavy metal, ammonia, alga which are hackneyed contamination. The main emergency processing measure step is: 1. Investigating and analyzing the scene where the accident occurred. Constituting the emergency procedures. 2.Simulating the transference and pervasion of the contamination in the river . According to the monitor date, forecast the incidence and regulate the object in time. 3. According to the pollutant types and the characteristic, emergency procedures propose the processing measure method and the technology. 4. Before the basic motion terminated, the scene should be decontaminated. 5. Confirming the terminated opportunity and continue the environmental monitoring by the related instruction and the actual situation.
