The rod pump oil recovery, electrical submersible pump oil recovery and surface drive screw pump oil recovery has become main artificial lift method, the optimum artificial lift method and management of oil wells production have become a very important problem which petroleum enterprises are facing. The present paper begins by investigation and analysis of pumping well technologies, electrical submersible pump well technologies, surface drive screw pump well technologies and economic indexes and their affecting factors, builds up a technology index framework system, provides new ideas and basis for optimization of oil recovery method. According to the optimum design theory of producing parameters and the established relative daily cost model of artificial lift,a new selection method of artificial lift based on technical economic evaluation is build up and a software for optimizing artificial lift methods is programmed, with calculating and analyzing 195 oil wells of eight reservoir types in sheng-li oilfield, accurate and reliable results are provided, also methods of choosing optimum oil recovery mode and optimum parameters of oil well are presented. Based on the researches of mechanical recovery technical and economic limits, daily economic oil production model of single well is build, the technical and economic limit oil production and the affecting factors are calculated and analyzed. Based on enough investigation of theories and methods of macroscopic dynamic control charts and system efficiency control charts of home and abroad various oil recovery methods, macroscopic dynamic control chart of pumping well, system efficiency control chart of pumping well and macroscopic dynamic control chart of surface driven screw pump are selected, macroscopic dynamic control chart model of surface driven screw pump reflecting relation between system efficiency and submergence pressure, macroscopic dynamic control chart model of electrical submersible pump reflecting relation between pump efficiency and submergence pressure, and system efficiency control charts of electrical submersible pump reflecting relation between system efficiency and submergence pressure are build up. Software for working condition management of artificial lifting wells are programmed using VB, can meet the requirements of artificial lifting wells management tested by experiments on tuo-142 region and tuo-11 region in sheng-li oilfield. According to practical situation of sheng-li oilfield, the present paper mainly provides a new method used to optimize artificial lifting manner and a system of theory and method used on artificial lifting wells'production management, meanwhile, the dissertation also provides a measure for oilfield's production by programming software which will improve oil wells'production efficiency and benefit as well as advance oil wells'management.
