As China's social progress and economic development and the continuous improvement of people's living standards, urban sanitation problems become increasingly acute. Municipal Solid Waste (MSW) is one of the most comprehensive and most difficult environmental problems to deal with. According with the local phase appropriate, taking into account the economic, technical, environmental, social factors and etc, it is more and more pressing to select waste disposal methods. In this paper, we consider the economic, technical, environmental, social indicators as the four major categories. Economic indicators: (1) The total project investment (2) Unit operating costs (3) Investment recovery period (4) Investment margin (5) land occupation. Technical indicators: (1) technical reliability (2) sitting requirements (3) handling object request (4) the operation and management requirements. Environmental indicators: (1) direct environmental pollution (2) secondary pollution (cross-medium pollution) (3) safety and health assessment. Social indicators: (1) resource assessment, (2) reduction of the effect (3) public satisfaction.By conventional methods, using these indicators to evaluate waste disposal mode, it is very difficult to complete. The paper uses fuzzy math methods to deal with the indicators which objectively exist, but are unable to quantify, establishes a complete fuzzy comprehensive evaluation model. Although fuzzy comprehensive evaluation method has its shortcomings, to determining the weight of indicators, they use methods such as law expert's rate, which are highly subjective. To avoid this problem, using the analytic hierarchy process (AHP), this paper established the weight of various indicators.Take the case study of Laohukeng Environment Park, considering all these indicators, we select the most suitable waste treat model-Incineration.
