Study On The Ecological Compensation For Water Resource With A Case In Shandong Province, China

The water resource of Shandong Province is serious lacking. There are many problems need to be solved. In order to achieve water standard, Shandong Province of China began to implement projects and public finance policy of ecological compensation for water resource, aiming to preserve water resources and water ecology. These are the realistic reasons of Shandong Province implementation water resources ecology compensation, there are other reasons such as external economy problem and public goods characteristic.Since 2006 Shandong Province of China began to implement pilot projects and public finance policy of ecological compensation for water resource of water, including the building of man-made wetlands and waste water treatment plants, integrated water basin harnessing, closure and relocation of plants, further treatment of waste water and addressing pollution by adopting high-technology in plants. These projects solve the water pollution problems by the ecology compensation's method.Through the investigation and study and the empirical analysis, Shandong Province water resources ecology compensation has achieved the project enforcement purpose, on the one hand the water quality and volume achieves the national standards, on the other hand the implementation of the policy develops the resident and enterprise's economy, the ecology and the economy are win-win. The investigation and study also discovered that the ecology compensation in the implementation process has the unreasonable compensation standard and lacking long-term compensation questions, the paper recommends on how to improve this ecological compensation policy.This article has analyzed the Shandong Province water resources ecology compensation from the economic angle, the paper takes stock of the policy measure, outcomes and problems in the implementation of ecological compensation for water resource, and recommends on how to improve this ecological compensation policy. The paper provides theory and real diagnosis reference, and the model for the national establishment water resources ecology compensation mechanism.
