| Coal is the most important energy resources in China, it has a pivotal position in our national economic and social development. However, coal resources ware seriously wasted at the same time. And the pollution of ecological environment as well as destruction of serious accidents can not be ignored. The coal legal system is the important method to protect the coal resources, but the coal law system frame in china was still insufficient, there are still many problems in the development and utilization of coal resources as well as adjustment and management of the legal system of environmental protection. We must put more importance on the coal legislation and the research of the existing legal laws and regulations. Therefore, it is of great significance to research on the Coal energy strategy and system of laws and regulations based on China's basic national conditions and economic development models.In this paper, Ningxia Hui Autonomous Region was taken as an example for its abundant coal resources, the rules from the local to the central about how to use coal resources reasonably was researched. With extensive investigation and research, Overview of coal resources in the region and the eco-environmental problems caused by utilization of it were analysised. At first, the main issues on local coal legal system that need urgent solutions were researched. Then, the problems about the utilization of coal resources and environmental protection legal system in China were researched. Moreover, the successful experiences of the foreign legal system about the utilization of coal resources were introduced. At last, the methods how to construct a perfect legal system of the coal resources were discussed, and many useful proposals about innovative laws and regulations were also given in this paper. In this way, the legal system about coal resources can be constructed with scientific guiding ideology and efficient regulatory mechanism. |
