The main thesis gas incidents of unsafe human behavior and mechanism of action, through the 1998 to 2008 coal mine gas accident statistical analysis and study with the basic theory of decision-making, the use of AHP and Fuzzy The proposal of building a comprehensive evaluation of the safety-based decision-makers thought. And to study the impact of security-based decision-makers of the weight of each factor and basic evaluation of applications, from theory to further study of the coal mine gas accident unsafe human behavior, human behavior mechanism of insecurity affecting people make decision-making factors of insecurity, as well as the weight distribution of the factors.Study shows that: in coal mine gas accident, the unsafe acts of people are the main reason for the accident cause, and the unsafe acts of people can be divided into intentional violations of workers and managers in decision-making errors. Through the deliberate violation of workers and managers in decision-making errors in the analysis of the behavior people are drawn to meet the needs of people in accordance with the wishes of the objective conditions and subjective analysis of the results of the final implementation decision-making process of the unsafe acts of people is the people insecurity arising from the outcome of the decision-making. Analysis of the above conclusions, pointing out that the essence of building a people-based safety importance and significance for China's coal mine safety management has provided an important theoretical basis for management.
