The Study On Environmental Impact Identification And Index System Of Environment Impact Assessment Of Infrastructure Reconstruction Plan After Disaster

As for the second tide of environmental pollution issues, characterized by large-scale environmental pollution and ecological degradation it makes it necessary to upgrade EIA step by form project level to planning and policy degree. Since 1990's china has realized EIA in important policies and regulations in《a number of the State Council on the question of environmental protection》and《China Agenda 21》.On May 12th, 2008, an earthquake happened in Wenchuan,which has not only caused a large number of casualties, but also caused serious damage to a number of infrastructure or at least put them in a major security risk. This paper takes"Environment Impact Assessment of the gansu infrastructure reconstruction plan after Wenchuan earthquake" for example,combines Environmental Impact Assessment basic theory and Practical experience at home and abroad, studies the environmental impact identification method of Environment Impact Assessment and gets an appropriate index system, all of which has provided a scientific base for analysis and prediction of reconstruction effect to the environment after the disaster.The first part of the thesis analyzes the content of EIA .We should attach great importance to being goal oriented, and impact on their mutual relationship from three aspect: necessity and significance of EIA after the disaster, the connotation of EIA, progress from home and abroad.The second part of the thesis firstly analyzed the Various environmental impact identification methods for their respective advantages and disadvantages, and then studies the environmental impact identification method of Environment Impact Assessment and gets an appropriate index system.In the last part, as the case study of the "Environment Impact Assessment of the gansu infrastructure reconstruction plan after wenchuan earthquake" is concerned, based on the environmental impact identification and index design, the impaction on environment is preliminarily established.In shore, the thesis generalize the progress from home and abroad, combines both theoretically analysis and case study, and finally illustrates systematically the emergence and development of strategic environmental assessment, also focusies on the need theory and experience in EIA development.
