Evaluation Research On The Effectiveness Of Planning Environmental Impact Assessment

As an important task to prevent environmental pollution from the source and provide scientific basis for planning decision-making,planning environmental impact assessment has been paid more and more attention.At the same time,its shortcomings are gradually exposed,with the effectiveness of it not actually playing a role.At present,the evaluation index of the effectiveness of planning environmental impact assessment is not perfect and can not be updated according to relevant laws and regulations.The evaluation methods are mostly qualitative,subjective and practical,so they can not be well applied to practice.Therefore,how to scientifically evaluate the effectiveness of planning environmental impact assessment seems to be of vital importance.Based on the summary and analysis of the relevant literature on the evaluation research of effectiveness of planning environmental impact assessment,and according to the relevant laws and regulations,this thesis constructs the index system to evaluate the effectiveness of planning environmental impact assessment.It has four factors,including management procedures,technical methods,content setting,implementation effect,and 16 parameters,such as intervention time,applicability of technical methods,rationality of planning analysis,mitigation measures,tracking measures and so on.The weight of each factor or parameter is analyzed and determined by the entropy weight method,and the grade of each index layer is divided and evaluated by fuzzy comprehensive evaluation method,and thus the effectiveness evaluation model of planning environmental impact assessment is established.Combined with the actual case of planning adjustment of planning environmental impact assessment in Tianjin Dagang Economic Development Zone,the established evaluation model is used to evaluate the effectiveness of planning environmental impact assessment,and optimization measures and suggestions are put forward.In this evaluation research of the effectiveness of planning environmental impact assessment,the evaluation results are intuitive,the evaluation indicators are convenient to adjust,and the evaluation model is operable.Using the evaluation method in this thesis,the evaluation of the effectiveness of the planning environmental impact assessment after the completion of the project can not only directly reflect the degree of effectiveness and influencing factors,but also provide reference for the follow-up assessment after the implementation of the project.Meanwhile,it can also help planners and managers to better formulate environmental protection policies and related measures,and provide some reference for making rational decisions of planning environmental impact assessment.
