The Research Of Chinese Government's Function In The Process Of Ecological Civilization Construction

With the development of modern industrial civilization, the ecological environment of the whole world encountered severe damage. The old idea and developing style of industrial civilization society can never go on. China, as a big responsible socialism country, put forward building socialism ecological civilization in such a crucial era. As a new form of civilization, ecological civilization is the product resulting from the contemplation of industrial civilization. It is a higher form of civilization than industrial civilization, manifesting a harmonious relation between the human and the nature. Ecological civilization belongs to the socialism in nature. What the government should do and how to do, is a key knot to the success of the construction of socialism ecological civilization. This article points out the severe ecological condition of today and expounds the origin of the environmental deteriorating and the idea of ecological civilization and mainly analyses government's function in the process of building ecological civilization.With the further development of our country's economy, people are paying more attention to the problem of government's function in the process of ecological civilization construction. This thesis mainly based on the strategic problem of government's function in the process of ecological civilization construction. So in the first place the author expounded the basic problem of the ecological civilization society in the strategic perspective, excavated theoretic and practical foundation of constructing ecological civilization society and discussed the problem that we must advert and resolve in the process of constructing ecological civilization society. This thesis is mainly composed of five parts. In the first part the author mainly analyzed the economic, social and system root of environmental problem, starting from the environmental phenomena all over the world. In the second part the author expounded the social and historic background of the lodging of ecological civilization conception and distinguished it. In the third part the author analyzed the current position of government function, expounded the dislocate, offside and defaulted phenomena of government's function and recommended the main direction of the development of government's function: from the omnipotence government to the limited government, from the supervisory government to the serving government. In the forth part the author expounded the request government function in the process of ecological civilization construction, recommended the meaning of the construction of ecological civilization society and explained the liable statue of government in the process of constructing ecological civilization society. In the fifth part the author analyzed the government mainly from such fields as the development of ecological and recycling economy, the construction of ecological culture and political system, and environmental tackling so as to accelerate the development of building ecological civilization.
