Research On The Ecological Function Of Yan’an Municipal Government Under The Perspective Of Ecological Civilization

The construction of ecological civilization is an important goal of the Party and the government in the new era,and it is also a thousand-year plan for the sustainable development of the Chinese nation.Government departments,as the highest executive organs of The State Council and local public utilities,have the responsibility to implement macro-control in the areas under their management and coordinate various fields to jointly deal with environmental protection affairs in the construction of ecological civilization.Local people’s governments are the market players in managing regional public affairs and the actual promoters of national decision-making,and play an important role in the process of ecological civilization construction.In recent years,Yan ’an City government has always adhered to the concept of ecological priority and green development,carried out the "blue sky,clear water and clean land defense war",constantly promoted the ecological construction of Yan ’an City,raised the ecological environment of Yan ’an City to a higher level,and constantly improved the performance of ecological functions of Yan ’an City government.Based on the theory of sustainable development,the theory of new public management and the theory of service-oriented government,and starting from the study of "ecological functions of government",this paper discusses the importance of ecological functions of Yan ’an government in the process of ecological civilization construction.By referring to the official website of Yan ’an City government,government work report and relevant literature and materials,and collecting feedback information from the public by means of questionnaire,this paper investigated the relevant situation of Yan ’an City government in performing ecological functions.It is found that there are some problems in the implementation of ecological functions,such as insufficient cognition of ecological responsibility,imperfect system of ecological civilization construction,insufficient implementation of ecological environmental protection and imperfect management system of ecological civilization construction.The reasons for these problems are the imperfect publicity system of ecological civilization,the lagging transformation of ecological functions of the government,the lack of resources for the implementation of ecological civilization construction and the unclear responsibilities of the ecological main body of the government.In order to improve the performance of ecological functions of Yan ’an City government,Qinhuangdao City of Hebei Province and Xuzhou City of Jiangsu Province were selected as typical cities,and the experience of performing ecological functions was learned from them,combined with the actual needs of Yan ’an city,to improve the publicity system of ecological civilization and create an atmosphere of ecological civilization construction.Improve the transformation of government ecological functions and improve the system of ecological civilization construction;Increase the resources for implementing ecological civilization construction and improve the intensity of ecological implementation;The ecological function of Yan’an City government should be promoted from four aspects,namely,clarifying the ecological main responsibilities of the government and perfecting the ecological management system.
