The occurrence of sudden poison gas leakage accident shows a gradual upward trend, it caused heavy casualties and huge property losses. In order to reduce the losses of such poison gas leakage environmental accidents, especially to reduce the damage to peoples'health and the environment caused by the poison gas, in order to improve the response capacity, in order to deal with such unexpected environmental poison gas leak accident timely, effective and scientifically and to ensure the maximum safety of the environment,to provide timely, reliable, scientific basis for the poison gas leak accident, the establishment of poison gas leak emergency system is extremely urgent.Current gas leakage simulation model divided into two categories:the CFD model and the probability model. The CFD model simulate gas leakage on the micro level, it's not suitable for projects requires higher real-time and timeliness. The probability model simulate gas leakage on the macro level, it can gather statistics for the spread of toxic gases in a period of time and so we get the spread and concentration of the gas distribution. Generally, the computation of probabilistic model is smaller, it's suitable for projects requires a higher real-time and timeliness. As the system aims at the rescue and decision support at the scene, it requires a higher real-time and timeliness,so the probability model is adopted. Gauss model ,a kind of probability model,it usually used to simulate the formation of heavy gas cloud diffusion that leak from non-hazardous material or heavy gas cloud diffusion in the disappearance of gravity. The application of this model is more mature, the results match with the experimental values better,so in this system it's adopted.In this paper, one of the hot current GIS named component GIS is used to develop the system.ArcEngine is a powerful component geographic information system controls provided by the leader of GIS industry named ESRI's ArcGIS software. The system is based on ArcEngine and C# language, according to the principle of availability, scalability, security and cheap, realized the functions such as simulation of poison gas leakage and the rescue. The system is mainly aimed at sudden poison gas leakage accident, according to the specific enterd parameters of the incident.After calculated by system, we can get the simulation of the affected area boundary and the visual impact of the regional field diffusion. In addition, the system provides a vivid simulation to the rescue. So we can simulate the situations of emergency rescue in time. The loss will be reduced to the lowest and we can ensure the safety of people's lives and property.
