The liquid chlorine leakage accident of Chemical industry have high-risksexual,and the plan of rescue operation is various and complex.In this paper, theevolution process of liquid chlorine leakage accident,the optimal evacuation path andthe allocation of relief supplies are researched. The concrete research content asfollows:(1)Domino evolution model,the energy release model,dynamic evolving modelevolution and mutation model are analyzed systematic.The truthfulnessconceptual model of dynamice evolution of Chongqing Tianyuan chemical leakageaccident is established,and under the guidance of this model,the evolution direction ofliquid chlorine leakage accident is analyzed.(2)Using the Matlab software simulates the evolution process of liquid chlorineleakage diffusion.In the process of simulation,respectively set up different wind speed(1.5m/s、2.5m/s、3.5m/s),different atmospheric stability (A、C、E),different time (30s、60s、90s、120s、150s、180s),different conditions of leakage(the instantaneous leakage、continuous leakage).It is concluded that the different wind speed,atmosphericstability,different time,different ways of leak the evolution trend of the chart.The resultsof evolution trend show that the evolution process of chlorine concentration of theground at downwind is influenced by the speed of wind、the atmospheric stability、thetime of leakage、the way of leakage.(3)According to chlorine standard to the harm of human body,the regions ofinhalation of the reaction area、minor injuries、seriously injured area and lethal area aredivided.The influence degree of the scope of the downwind hazards of wind speed andatmospheric stability is analysed.(4)The evacuation time and traffic speed is consided together, the evacuation routechoice model of the condition of double objective optimization is established. Themodel takes into account the influence factors that the people’s panic cause traffic at aslower pace. The speed attenuation parameter is given random from0.6to0.9,and themodel of ant colony optimization algorithm is designed.(5)Take Chongqing Tianyuan chemical leakage accident for example,theevacuation area of this accident is divided,the physical model of traffic information ofroad network of the evacuation area is translated into the mathematical model of ant colony algorithm,and the best evacuation route and evacuation passage of time of the10am and17pm are calculated.(6)To aim at the shortest scheduling time, the least save point, the minimumoperation cost,the material blending optimization model is established. In the process ofsolving the unit of measure,the unit of measure,priority level and weight coefficient ofeach target are consided,and the multi-objective function is translated into singleobjective function by using the goal programming method. Using optimization functionof Matlab toolbox programming solves the model by programme, the best scheme ofmaterial recombined is determined by the actual case.
