Research On Ecological Compensation Mechanism Of Heihe River Basin

On the way of solving contradiction between ecological resources protection and social economic development, ecological compensation of river basin is valuable to research. This paper, since there is no clear frame of ecological compensation, raises the thinking of building the frame of ecological compensation mechanism of river basin. This ecological compensation mechanism aims at building the frame of ecological compensation mechanism of river basin by summarizing the domestic and overseas experiences of ecological compensation, analyzing the necessity and dilemma, determining the subjects and objects, the basis and principle, and the measuring methods, and selecting the system of ecological compensation.This paper takes Heihe River as example and tries to provide one solution of building the frame of ecological compensation mechanism of Heihe River basin from every aspects, such as the domestic and overseas experiences of ecological compensation, environment and social economic status, the necessity and dilemma. The measuring method of compensation standard is the key issue to research on ecological compensation of river basin. This paper determines the measuring method of Heihe River by the Cost Estimation Method and Fee Estimation Method, introducing the coefficients of water volume allocation and quality correction. Based on the definition of the subject and object of Heihe River basin, making the basis and principle, selecting the system of ecological compensation from summarizing the experiences of ecological compensation domestic and overseas and actual situation of Heihe River, this paper builds the frame of ecological compensation mechanism of Heihe River basin. The mechanism is in order to provide some references for ecological compensation of Inland River basin.
