The Study On The Problems Of Accepting International Relief In Major Disasters Emergency Management Of China

International rescue is not only a manifestation of the international humanism, but also an important part of national emergency management system. Soon after the Wenchuan earthquake, the government of China for the first time accepted foreign rescue teams as front-line disaster relief and we found that there is still a lot we can learn from these foreign relief groups such as their operational procedures and steps, meanwhile, it also exposed a lack of international aid management system and mechanism in China's emergency management, which has a negative effect on the efficiency and effectiveness of international rescue operation. Whether it is with the foreign relief teams or the local government recipients, advance planning is required if the disaster rescue activities are to proceed smoothly and effectively in the critical first 72-hour "window of survival" and to avoid duplication and waste of resources.In light of this, we should build up the participation mode of international rescue force and its response mechanism for our major disasters to accept the international rescue. In this paper, on the basis of the introduction of search and rescue regulation of the United Nations, the writer collects the material of other countries to accept international rescue and cooperating other countries to carry on the international rescue, and analyses China's disadvantages in accepting international rescue in the Wenchuan Earthquake by using the great happened case in which the country carried on the international rescue, and then the writer also combines the current situation of major disasters emergency management of China, at last, the writer puts forward the particular advice and advancing plan for China to accept international rescue mechanism.In the height of improving the country's emergency management system, China should speed up the formulation of accepting international rescue related laws and policies, improve the management rules of international rescue group and volunteers, perfect the emergency guarantee mechanism of accepting the international rescue participation, construct the bilateral and multilateral major disasters international emergency rescue cooperation mechanism, strengthen the cooperation of our countries' non-government organizations and international non-government organizations, so as to make the international rescue become the major force in major disasters emergency management in China.
