Research And Application Of Safety Management System For The Small Coal Mines In China

The coal industry is one of the basic industries of China's economy. With about 70% of total domestic energy consumption, meanwhile it's a dangerous industry. Compared with other countries, the safety level of coal enterprises in China falls far behind them, especially in the small and medium companies. Accordingly, it is with great realistic significance to research the safety management of China's coal enterprises with more concentration on the medium and small ones to maintain the healthy and rapid developement.Aiming at various problems existed in the small coal mines, and basing on modern coal enterprises safety management theories and practices,the relationship between security management and organization, safety culture, rules were researched. The security management mechanism, safety culture system and safety management system which conform to the actual production of the small coal enterprises was proposed. Identify of key factors that influence the safety of coal mines. which is based on the AHP and safety checklist analysis theory, It consists of six modules of safety levels including grime, methane gas, roof, fire prevention, waterproof and electromechanical conveying equipment. Regarding the overloading of production, five verification of production capacity modules are made, including lifting, draining, power supply, ventilation, and excavating, which will help producers to get acquainted with the bottom line of their production capacity, and prevent serious accidents from short-sighted production expansion. This safety management system was developed via Microsoft Visual Basic on the basis of theoredical analysis and field research. The system realized visual operation on safety management and simplified calculation process to a great extent, and finally, it had some guiding significance to improve the safety management of coal enterprises further.
