Research On Transformation Of Local Governments' Environmental Function——currently Discuss Transformation Of Administration In Resource-exhausted City

Confronted with the challenge of Reform and Opening-up and new task of development for economy and society, the significant subject for administrative reform is to make a research on government's function transformation, especially on local government function. Under the leading of central government, local government is the practicer and agent to transfer function. Deepening the reform and transforming government functions, ultimately depends on the efforts of local governments. Based on the practice and exploration of environmental protection functions in the process of China's resource-based cities transformation, combining with the Public Administration Theory includes the new public service theory and the theory of modern public administration, this article summarizes the meaning and characteristics of local government and government functions, analyzes the contents and basic characteristics of functions of local government environmental protection in depth, and lists systematically the development of China's environmental protection, summarizes the characteristics of central government's environmental functions in the three stages of development, combining with successful exploration of environmental practices abroad, such as the United States brings the environment into the social and economic development , and the whole process of planning -making and planning; In accordance with its own characteristics, EU made the environmental policies in common to address the cross-domain environmental issues; Japan strengthened the environmental legal system, the environmental monitoring and the scientific and technological research and so on. On this basis, this paper analyzes the changes of the of local government's concept in environmental protection, the environmental measures and the legal constraints.I believe that, with the whole society gradually emphasis more and more on the environmental protection begins at the top, and the local government officials re-examine the environmental issues, although the practice in environmental protection functions of local government has made great progress, there are still many shortages, such as limiting the environmental governance to micro-level and exciting immature phenomenon in the related non-governmental organizations. Therefore, this paper is aimed at the environmental practices of local governments in China in recent years, proposes the path analysis to further promote the local government's transition of environmental protection in new situation.
