Implementation of environmental laws and policies in China started late, and we don't have much more experience than other's, so we urgently need to change the condition.Implementation of environmental laws and policies requires not only sound legal and policy system, but also internal incentives and external Monitoring and coordination mechanisms.This article through the establishment of environmental target responsibility system, the administrative accountability mechanism, the performance incentives mechanism, urging environmental administrative organs and their staff to carry out the environment laws and policies actively, while restraining them to implement the environmental law in accordance with the law. Through the establishment of incentives systems such as emissions trading systems, deposit refund system for packaging and subsidy system to guide and encourage enterprises to reduce environmental pollutions, and finally enterprises comply with the environmental laws actively. Given the environmental NGOs legal status and the authority and civil environmental right by the law, establishing the environmental public interest litigation system to encourage the public to supervise implementation of environmental laws. Through the establishment of the environmental civil litigation and environmental criminal litigation which can be brought by People's Procurator ate to improve the effect of judicial institution.In the law enforcement authority and legal supervision, we can reasonably dividing duties and competence between the central environmental authority and local environmental management agencies. The author want to set up the independent local environmental monitoring agencies and responsibility for monitoring system to coordinate the relationship between upper and lower environmental department. Through setting up the central coordinating body for environmental protection and regional environmental coordination bodies to coordinate the relationship between environmental protection authorities and environmental protection related departments.According to the advantages of the mandatory and non-mandatory environmental law enforcement, we could choose different means of law enforcement when we facing different environment questions.In support of sound laws and policies, through more coordination between the various mechanisms, forming powerful and vertical and horizontal integration of environmental law and policy enforcement mechanisms, creating a kind of implementation involving government, business, public, environmental NGOs and the judiciary.
