The Research On Diversified Investment And Financing Model Of Mine Environmental Management

Environment is not only the basic conditions on the human survival and development, but also essential premise for economic and social development. As a substantial increasing in the scale of mineral resources consumption, China has accelerated the exploitation of mineral resources. However, for a long time, Chinese people had neglected the environmental protection of the mine, during the progress of development and utilization of mineral resources; on the other hand, extensive mode of development of mineral resources has not been fundamentally reversed, which causing a large number of waste of resources-based pollution. Currently, environment is still in partial improvement, the overall deteriorate.Good ecological environment is the necessary conditions on economic growth and social progress. Mine environmental management can not only reduce and prevent the economic benefits losing caused by geological disasters, but also through the tailings, waste rock and the reclamation of land after the re-use can produce a comprehensive economic and social benefits.Mine environmental management will inevitably need a lot of money supply. But current mold of mine environmental governance exists the problem of insufficient funds, inadequate management and many other issues, which cannot adapt to the actual situation of mine environmental governance, hinders its governance processes, limit China's economic development and society progress.This paper analyzes the current investment and financing mode of mining environmental governance, specifically described the three specific types, such as its investors, financing sources, scope, etc., and evaluate the effect of their investment, such as the total investment proportion of investment in environmental protection, compare the recovered mining area and the destructed mining area, analysis the reasons, point out the defects on the current investment and financing modes of mining environmental governance.In order to solve the problems arising from the defects of investment and financing mode, this paper construct diversified mining investment and financing mode of mining environmental governance, distinguish the different entries in charge of the mine, and propose solutions. Finally use the geological environment recovery project of Shijiazhuang Beizhai Coal Mining Subsidence Area as a case, simulation the project during diversified investment and financing mode, and compare with current t investment and financing mode of governance, improve my research.
