Environmental Protection Of Our Country Has Brought In Applied Research Of PPP Pattern Industrial Investment Fund

Due to severe environmental problems in our country, environmental protection industries are flourishing, for which new policies have been issued to explore market. However, with defective investment and financing mechanism of environmental industries, a great amount of environmental protection projects, especially those environmental infrastructure constructions facing up with big financing gap are restricted by financial difficulties. As a market-oriented tool, industrial investment fund has explored a brand new financing channel for environmental protection industries. Since it is a pure financial fund incapable of eliminating investment and financing issues of low-medium profit environmental programme, it is a good resolution to integrate industrial fund with PPP pattern.This paper will analyze current issues of investment and financing mechanisms and confirmed the application value of environmental protection fund as the growing trend of environmental protection industry investment and financing in future by drawing on experiences of mature investment and financing mechanisms in international market. Meanwhile, it will investigate the operation mode of integrating PPP pattern with industrial fund in environmental protection field by probing domestic and foreign theories as well as development experience of PPP pattern. Then it will constitute schemes and measures for sharing as well as coping risks via gray comprehensive assessment to launch risk evaluation on recognized risk factors. On account of which, it will empirically study the design and operation of PPP environmental protection fund by incorporating the case of Shanghai Xinzhuang Industrial Park to lay theoretical foundation for practices of PPP environmental industry investment fund in the new normal state.
