The environmental protection law of China formally established the legal status of environmental impact assessment in 1979. It received a significant effect on the implementation of environmental impact assessment system. It was a major system of China's implementation of "prevention first"principle to control new pollution, Environmental impact assessment system, particularly in ensuring the rationality of the construction project site played a prominent role.This paper combines the status of environmental monitoring technology in domestic and international environmental impact assessment ,we studied the environmental monitoring and wastewater treatment process design of Huajin Group of wastewater treatment and reuse projects . (1) The layout of environmental quality monitoring point in the location of the project. Monitoring air quality in the site, criminal family, the second end, the first village . Establishes two cross section monitor surface water quality in Yitong river; The day and nights carry on the noise monitoring in the factory site. (2) Enterprise sewage disposal situation monitor; supposes 7 spot positions to the Chinese brocade group 3 productive area dirt drainage opening and 4 quarters sewage table napkin, every day early late 3 times, in monitor group waste water pH, COD, BOD, ammonia nitrogen, total phosphorus and so on main pollutant. (3) Project construction period environmental monitoring: In the pollution outlet upstream, the downstream build the test point position, on afternoon each monitor surface water pH, petroleum class, SS and water volume; Every day late three times monitors in the air early in the factory site TSP. (4) Project movement time environmental monitoring; In the sewage import and export, Shuangtaizi River had 500m, the downstream 1000m place monitor surface to say Ph, COD, BOD5, SS and the water volume; The village and the factory leeward adopt the different monitor frequency nearby the factory site to the 1km place establishment two spots according to the season, monitors in the air the odor density, H2S and SO2.(5)Designed the waste water process and recycling engineering of Huajin chemical (group) corporation, the scale is 5×104t/d, the recycling volume is 3×104t/d after advanced treatment.Through the study on environmental monitoring and process design of Huajin Group wastewater treatment and reuse project,we can draw the following conclusions: (1) We can know the state of the environment through the layout and monitoring the environmental quality monitoring point (2) Each sewage disposal scene test result indicated that the ethylene company various pollutant content is high, particularly BOD5, COD, total phosphorus three Indicators. (3) The ethylene company pollution outlet's monitoring result and the statistical data difference is big, after investigation knowing, the monitor period ethylene company ABS installment sewage treatment facility breaks down, therefore should speed up completes each installment the sewage treatment facility transformation, causes its normal operation. (4) Monitors the period temperature to be low, process units' cooling water amount used are few, discharges the water volume to compare correspondingly summer must be few, therefore always discharges the water volume to be lower than the statistical data. (5) If the waste water process and recycling engineering is put into effect, lots of fresh water can be saved every year and the effect on Yitong river and Shuangtaizi river can be decressed, the local environmental quality can be improved.
