With today's economic and technological development, more and more natural environment has destroyed by human, and as living standards improvement, people more concern with the ecological environment, so evaluate ecological environmental impact of water conservancy and hydraulic engineering is a great significance work. Water conservancy and hydraulic engineering's construct and operate have impact on the environment, and he comes to many factors of the natural environment, ecological environment and social environment, when evaluate the ecological environmental impact of water conservancy and hydraulic engineering, required synthesize consider these factors. Therefore, ecological environmental impact assessment of water conservancy and hydraulic engineering is a complex project; to establish a complete and accurate evaluate index-system is an important prerequisite for the evaluation,This article have systematic analysed many factors of ecological environmental impact assessment of water conservancy and hydraulic engineering based on the overview of current domestic and international dynamics of ecological environment impact assessment, have established a more improvement index-system of ecological environmental impact assessment of water conservancy and hydraulic engineering, and have discussed the treatment method of index, use the method of combine neural networks with fuzzy inference system construct the evaluate model. In-depth research the structure and model of adaptive neuro-fuzzy inference system, including training samples and test sample selection, and membership function selection. Finally, take this model applied to ecological environment impact assessment of Zhanghewan Pumped Storage Hydropower Project; demonstration the feasibility and advantage of the evaluation of the model based on the adaptive neural fuzzy inference system.The paper is composed of five parts:(1) this part discussed the background, significance and state of ecological environmental impact assessment of water conservancy and hydraulic engineering, and described the main and difficult contents of this paper. (2) discussed the concepts and procedure of ecological environment impact assessment, including the theory, guideline, principle and basic method of ecological environment impact assessment. (3) on the base of analysising systematically the main ecological environmental factors of water conservancy and hydraulic engineering, this part constructed an index-system of ecological environment impact assessment of water conservancy and hydraulic engineering. (4) the use of neural networks and fuzzy inference system to establish the method of combining hydroelectric engineering model of environmental impact assessment, and discussed the quantification methods and the selection of membership functions. (5) this part take evaluate model was applied to the ecological environmental impact assessment of Zhanghewan Pumped Storage Hydropower Project, verified the feasibility and advantage of the models.This innovation is reflected in the following areas:(1) a more complete water conservancy and hydropower project environmental impact assessment index system was established;(2) the assessment method has been proposed based on the adaptive neuro-fuzzy inference system;(3) in the training data and test data extraction, membership function selection and training methods were discussed.
