Study On The Development Level And Strategy Of Low-carbon Economy In Wuhan Urban Agglomeration

Climate change and greenhouse gas emissions have become worldwide issues concerned by the international community, and the effective measures to address these issues are the adjustment of energy structure and development on low-carbon technologies. Since the concept of "low-carbon economy" first introduced by the UK in 2003, it won the worldwide attention as a new economic development mode more and more. From then on, the construction of a low-carbon city which has the core of low-carbon economy has been prompted throughout the world.At present, most cities of Wuhan urban agglomeration are in the industrialization and urbanization stage which is in large need of energy and is likely to bring the large consumption of fossil fuel. On the background of facing climate change all over the world, the correct handling of the relations between economic development and climate environment requires us to transform the "high-carbon" economic mode to the "low-carbon" in the process of new urbanization and industrialization. And it's necessary to explore a win-win path which is not only reducing the greenhouse gas emission, but also promoting sustainable development.In this thesis, we describe the concept of low-carbon economy, and introduce the related theories, and some successful experience of developing low-carbon economy is summed up to give some clues on the development of low-carbon economy in Wuhan urban agglomeration. Then, the favorable conditions and constraints of low-carbon development are analyzed on economic and social development, energy consumption, industrial structure, low-carbon concept etc.This thesis explores a set of evaluation index system to evaluate the development of low-carbon economy in Wuhan urban agglomeration, so as to provide clues for the government decision-making, and the evaluation is made from two sides:the horizontal and vertical. The concept of sustainable development is the core of the index system which is composed by 4 second-grade indexes and 22 third-grade indexes. Then, select the PCA and AHP to determine the weights of various indicators and build the evaluation model to attain the comprehensive level of low-carbon development. The results of evaluation are accord to the status quo of low-carbon economic development in Wuhan urban agglomeration, and this shows that to some extent the evaluation system is reasonable and effective.In the end, the thesis analyses the evaluation results, and proposes some suggestions in accordance with actual conditions which can ensure the development of low-carbon in Wuhan urban agglomeration.
