| In recent years, large-scale regional development and construction projects are constantly emerging in our country, this series of regional development activity is the important component of regional development planning. Regional development activities brought great and far-reaching environmental impact to involving regional zone, therefore, apart from making environmental impact assessment of various construction projects, we should make corresponding regional planning environmental impact assessment.New city area is the expansion of urban space and function,the planning environmental impact assessment of new city areas has not formed systemic assessment system at present,the research of the theory,method,index system and model establishment of the assessment is few,therefore they need to be further perfected.This paper firstly having the concept of planning environmental impact assessment and the research progress at home and abroad as a background,on the basis of deep analysis of the new city areas planning characteristics, putting forward the theory of sustainable development,ecological theory and the circulation economic theory as the theoretical basis of the planning environmental impact assessment of new city areas,introducing scenarios analysis as a major assessment method, analyzing the concept of scenarios analysis method and its application in planning environmental impact assessment.In empirical study,this paper having the master planning of Harbin Qun-Li new community as a background, to clear and definite the content of the master planning of Qun-Li new community, including new community land use planning, the road traffic planning, water supply and drainage planning, gas planning, heating planning and electric power planning, etc.Then analyzed the compatibility of the master planning of Qun-Li new community and other relevant planning.On the basis of the investigation and analysis of the ecological and environmental situation of Qun-Li new community,this paper using life cycle assessment methods to establish assessment index system of Qun-Li new community master planning environmental impact assessment,and using scenarios analysis to set up several scenarios according to the different periods of new community construction,the environmental impacts of the water,atmosphere,sound, community environment and other elements quantitative are further researched by selecting the appropriate environmental model, drawing such conclusions as followed:(1)The sewage of the planning is treated by the sewage treatment station,the sewage of every scenario could accord with the standard,the wastewater has little influence on water environment of Songhua river.(2)The emission concentration of dust and SO2 after dust collection could accord with theâ…¡-time interval of National Classâ…¡criteria of the standard of boiler air pollution,and the maximum concentration of smoke,SO2, NO2 is not excessive under adverse weather conditions and typical day weather conditions,it can be accepted by the existing environment.(3)The main noise effects of every scenario can be reduced by choosing low noise equipment,setting soundproofing workshop,etc.(4)Using the single parameter satisfaction computation mode can draw the conclusion that the urban ecological satisfaction value is 90.48 when the construction of Qun-Li new community is completed,this suggests that the ecological construction of Qun-Li new community has reached the requirements of the construction index of domestic urban ecological city.The above four points further verified the rationality of the planning. At the same time,this paper also puts forward the measures to ensure planning implementation and environmental impact alleviating measures,they provide the scientific basis and rationalization proposal for the planning implementation of Qun-Li new community. |
