| China has been suffering from several environmental pollution accidents recently, such as emergency environmental pollution accidents as well as soil and groundwater pollution by pops and metal. Avoiding the accidents before they happens would eliminate the impact to environment and reduce loss, so it is nessary to carry out measures to manage environmental risk sources. However, the theory research and practice work on environmental risk source as well as the method of environmental risk assessment and management is faultiness. So it is important to do some research about key industries environmental risk source assessment and management method as well as set up technology platform to support environmental risk management and environmental protection. This paper took the fixed and mobile source of environmental pollution accidents besides the cumulative environmental risk source as research object, researching the methodology, regulation and technology platform of environmental risk sources assessment and management.Firstly, according to hazardous materials and the sector classification of national economy, our research devided the industries which has environmental risk into several kinds. They are mining, manufacturing, electircity, heat and electircity production and supplying, transportation, fuel retailing, waste management and health careing industry. Then analyzed the risk factor, tache and the kind of environmental pollution accident. On the basic of this research, the study chose petrol chemical and coking industry, raw chemical materials and chemical products manufacture industry, medicine manufacture industry, road transportation industry, metal mining industry as the key industries of fixed, mobile and cumulative environmental risk source. According to European ARAMIS project guidelines to determine the kind of environmental pollution accident, and used the bow-tie analysis to describe the scene of environmental pollution accident. In this part, the accidents such as fire, explosion, poisoning, chemical corrosion, road transport fire and explosion, water eutrophication and metal pollution were taken into consider. This research inducted the main controlling factors of environmental pollution accident.Secondly, this paper used AHP and hazard index to assess and classify the risk level of 3 kinds environmental risk sources. The value of each factor came from jouneral paper and technical guidelines. The environmental risk source assessment index made up by hazardous materials, dangerous equipment, environmental health, safety and environmental management, as well as environmental risk target vulnerability. In order to test and verify the environmental risk assessment and classification model, our research carried out case study on Nanjing chemical industry park,.Thirdly, this paper pointed out the framework of environmental risk source management, which concluded the environmental risk source registration and information database, environmental risk source classification management and environmental risk source. emergency plan whole-process management. Made the standard of environmental risk source registration subject and content, object and frequency of environmental risk source classification as well as emergency plan formation, review, recording and action.Finally, this research developed the environmental risk rource registration and management software, the software hade 4 modules, they were information registration module, data confirm & correction muodule, information assessment and classification module and result output module. The software could deal with a huge number of environmental risk source information by data collection, assessment and visual output. As the decision making system of environmental risk management, this software could clear out the environmental risk object and increase the efficiency. |
