| Mineral resource consumption is very large in China. At present,more than 92% of the national primary energy and 80% of industrial raw materials are from mineral resources. China's large-scale development and utilization of mineral resources create great wealth for economy. But at the same time, these lead water, soil, air pollution and so many environmental problems in mine digging area. Government has been aware of the importance of environment disruption and developed a series of relevant systems and regulations to find solutions. However, the current Eco-Compensation policies for mining areas in China still lags behind the mining development of the ecological compensation practice. This can not meet the need of mine ecological maintenance and construction. Therefore, establishing and improve mine ecological compensation policies is so necessarily.So, this paper will discuss these problems. First, it starts with the ecological impact of China's coal resource development and analyzes the deficiency of ecological compensation system in mining areas by taking an example of policies of United States and other foreign countries. After these, the idea of ecological compensation system will come out. Secondly, it analyzes the necessity of ecological compensation system in mining area. Then, under the premise of clarifying the principle, methods and means of ecological compensation system, paper issues reasonable suggestions to improve the ecological compensation system for mining. Finally, according to local conditions, it also gives some suggestions for the development of coal industry of Shanxi province. |
