Environmental Administrative Subject Legal Responsibility Research

The current enviromental and resource issues and constraints of human existence has become a national economic and social sustainable development of the major issues. To solve this problem requires not only the national government support, but also the need for effective use and protection of natural environment and resources. Particularly for environmental protection of the main administrative body as the leading force, and its positive environmental responsibility directly affects the proper performance of environmental protection and environmental goals the process of building the rule of law. All levels of local administrative body of the environment, economic development in recent years only attach importance to the neglect of environmental protection, triggered by growing a major environmental events, shows that our main responsibility on the environment, the legal system of administration is still not perfect, therefore, the main responsibility is to improve the environmental administration the most urgent task of environmental protection legislation. This according to ask questions, analyze problems, the basic idea to solve the problem, the first administrative body from the environment and the meaning of responsibility, defining the scope of this paper discusses the environmental responsibility for the contents of the administrative body, type, and strengthen environmental protection work in the environmental administration of the main environmental responsibility practical basis and theoretical basis.
