Propose a suit of causation cognizance theory, make medicine determinant scientific and equitable, provide scientific evidence for environment management and justice lawsuit, and can take effect in control and prevent public hazards.Method Look up the relative documents of causation cognizance extensively, summarize the primary causation theory and analyse, provide experience and evidence for causation cognizance of health damage of environment pollution in our country. The causation between health damage and environment pollution is large and complex, this article use the method of systematic analysis, searching for a best suit of causation cognizance theory, and with the expert panel discussion to analyse the deficiency of the research and made reasonable policy recommendations and prove it.Result 1. The leading mature causation cognizance theories abroad are probability causation theory,epidemiology causation theory,individual causation theory,no causation theory,indirect disproof theory e tal. 2. There are no specific relative ordinance of causation cognizance in our country, two kinds of way to solve it:don't require prove strictly and take fact-survey to cognizance. 3. The premise of causation cognizance of health damage of environmental pollution: environmental pollution is the dubious factor of health damage, health damage and environment pollution have statistics association,exclude unenvironment pollution factor,environment pollution and health damage have time order. 4. The basis of causation cognizance of health damage of environmental pollution:①the pollution comes before the damage which is in time sequence. Beyond the minimum latency, the time interval of chronic health damage which is induced by environmental pollution must be in line with the known natural law.②The damage effect exits widely and animals also damaged by environmental pollution. The crowd and animals both can be damaged in environmental pollution region. The spectrum of human health effect comes along with a logical biological gradient which is from light to heavy: the increase of contamination load in body,unexplained physiological changes,sub-clinical changes,illness,death.③the distribution and transformation of biological effects and pollution exposure are consistent. The crowds which live in or enter to pollution region have occurred health damage, otherwise have not. In seriously polluted areas, human health damage effects are also heavy, otherwise are lighter. With the increase of environmental pollution exposure dose(level) or the prolongation of exposure time, the frequency or degree of health damage can increase.④the basis of biological toxicology. We not only confirm contamination is harmful, but also prove this contamination can cause the health damage. For different people in different areas, the same environmental pollution exposure can cause same health damage, and there has corresponding animal experiments which can support this study.⑤The basis of intensity, that is RR>2 and crowd body load beyond the medical reference range(95%CI of normal population) in pollution areas or beyond 95%CI of the average of crowd body load( x±1.96S x ) in non-contaminated areas.⑥the intervention is effective. After environmental pollution, we adopt many means to intervene for environmental pollution or health damage effect. And human health damage effect weakens gradually. 5. The procedures of determining a causal relationship are according to: determining environmental pollution,determining health damage,causality cognizance,cognizance of the correlation of environmental pollution health damage.Conclusion With the development of economy, the accidents of environmental pollution occur frequently. The key link of determining environmental pollution health damage is the causality cognizance. The foreign causality theories reduce difficulty of causality cognizance and this plays a role in solving the troubles of environmental pollution health damage. But all these theories have some limits. Chinese relational causality theories haven't matured and there hasn't a unequivocal regulation for causality theories in law. We should improve the legal system of solving environmental pollution troubles, and strengthen the study of environmental pollution and population health, and impel the work of environmental health damage assessment, and promote public participation.
