Research On Theory And Practice Of Construction The Conservation Culture City Of Dongying

The exacerbating eco-environment crisis is sounding alarm to the entire humanity, which leads to a growing aspiration of mankind for a new type of civilization --- eco-civilization. Eco-civilization is a brand new development concept and development model, evolving through introspection and sublation of industrial civilization, and represents the inevitable trend and ultimate goal of future city development. The concept of eco-civilization was officially brought up at the 17^th National Congress of the Communist Party of China. It becomes an important task facing various areas and a research hot spot of great academic concern as how to achieve eco-civilization and realize sustainable economic and social development while keeping in line with requirements of the Scientific Outlook on Development. The larger picture suggests that the construction of eco-civilization is still in its infancy with related research lacking thoroughness and existing disagreement regarding its concept, essence and developing method. Years of efforts have won Dongying remarkable achievements in its construction of eco-civilization, however, prominent problem still remains. Dongying City is entering a historical stage as the two national strategies --- Yellow River Estuary High-efficiency Eco-friendly Economic Zone Development Strategy and Shandong Peninsula Blue Economic Zone Development Strategy are under implementation and the two economic zones are under construction. As the center area of the High-efficiency Eco-economic Zone and an important frontier city of the Blue Economic Zone, Dongying is shouldering the responsibility to take the lead and play an exemplary role, especially in the construction of eco-civilization and eco-civilization pilot zone. Therefore, against this backdrop, it is of great theoretic value and practical significance to conduct research on eco-civilization construction, and also provides great reference value to other cities in their efforts to advance eco-civilization construction and sustainable development. This article combines theory with practical situation. While elaborating on the basic theory and other related questions and studying the objectives and tasks of the two national strategies, the article conducts a thorough analysis on the current situation of Dongying's eco-civilization construction and proposes suggestions on how to build the city into an eco-civilization model city. The article provides theory support, practical reference and policy proposal for Dongying's eco-civilization construction, further enhances the pertinence and practicality, and reflects the purpose and request of research work to serve economic and social development. The article mainly comprises of two parts. The first part provides theory foundation for eco-civilization construction by studying the basic theory of eco-civilization, including its concept, content, origin, intrinsic request and guiding principle. The second part, through the study of the implementation of the two national strategies in Dongying, analyzes the current situation and inadequacy of the city's eco-civilization construction. Measures to build Dongying into an eco-civilization model city are forwarded by providing suggestions in aspects of industrial structure adjustment, exemplary zone construction, eco-environment construction, energy consumption & emission reduction and environmental protection, scientific innovation, eco-awareness & eco-culture cultivation and mechanism. It provides reference for the decision-making and practice of the city government, which will help Dongying make new breakthroughs in eco-civilization construction and follow the development path of developed economy, affluent life and excellent eco-environment.
